Problem with Log to file action

Using Kiwi Syslog Server Manager 9.5 trial version I've tried setting up a rule to filter messages by a string value, then log those filtered messages to a file.   I can see the test messages in the file, but I am not getting the filtered syslog messages in the file.  

I'm using a custom file format to add pipe delimiters to facilitate downstream processing.  Again, I see this pipe characters in the test message. 

Am I missing something?  Why are my filtered messages NOT getting to my log?
