check if your solarwinds log forwarder service is actually running in services. It should be set to automatic and running. if it isn't running and it starts and stops when you try and start it manually, the config file is probably corrupt. rename or delete the LogForwarderSettings.cfg file in C:\program files(x86)\solarwinds\solarwinds eventlog forwarder for windows\ and then see if you can start the service. If so, open the application and configure the subscription again.
