Thanks for the help! I actually found a way to fix the issue by NOT installing Kiwi Syslog as a service. When I chose to install it as an application everything installed without issue and it turns out I was missing probably 90% of the files from the /html/ folder. Everything is now working as it should.
Oh, and this is on Windows Server 2008 R2.
