Get a Wireshark capture, and see if syslogs are coming in. You can use the filter udp.port==514. This will show you syslogs traffic coming into that system.

No. But the firewall throws messages at a pretty high rate--apx 10,000 per minute. (Think log files from 5000 websites all coming from a single source)
