This is a known issue which is tracked under FB#415869. In the older versions we always used English local language no matter what and due to feedback from customers using other OS language settings we changed this in the latest version to pull it from Windows. It appears there is a bug though in Windows, which causes Log Forwarder to get the wrong Language ID from the OS and that blocks Log Forwarder in decoding the event from Event log.
As of now the work around is to change the Local Language to English.
