Currently running on Windows 2003 R2 server.Ultimately my plan is to migrate this to 2008 R2. I thought upgrading the latest syslogd version on the current server would help ease the transition.

I would try installing on your 2008 system, and then importing from you INI file. If that works for you, then move the logs over as needed.
