No, the mail server can be anywhere. What IP or FQDN did you put in for the mail server? It is saying that it cannot find or reach an SMTP service on that machine.

Try going int the .\SolarWinds\SolarWinds Log Forwarder for Windows directory and delete the LogForwarderSettings.cfg file. Then re-enter your syslog server IP, and recreate the subscription.
