You will want to get a Wireshark capture on the Kiwi Syslog server in order to confirm that the packets are reaching the system.

Hi SolarWinds Technical Support responded that the TCP syslog receiving problem of v9.6.3 was NOT fixed in v9.6.5. If you will receive TCP syslog, SolarWinds suggested to use v9.5.2.

As a test, try filtering in the Kiwi Syslog Service Manager. This way the logs are not sent to the web access database.
